Headed the government and the Ministry of the Interior after the revolution of 1905. He pursued agrarian reform that allowed peasants to secure individual ownership of their allotted land and leave the commune. He combined reform with harsh suppression of the revolutionary movement, and died after an assassination attempt in Kyiv.
